I read somewhere online that in 1989 the "Carelli" law would have established that the tuning standard in conservatories is 440 hz.
Do you have any information regarding this?

Law of May 3, 1989 no. 170. However, it is strictly mandatory for singing, because art. 1 saves any other artistic research excluding, precisely, singing.

In reality, the "singing" issue is much more complex than what is read in the text; among other things, it was not provided for in one version of the law, which can be read at the end of the previous document, that determination which excludes "vocal music pieces and opera performances" from "research and artistic needs."
In any case, the law is almost always disregarded: 442 is common practice, as is 415 for early music.
