This morning, November 30, 2011, Bill no. 1693, along with other related bills, including no. 539 presented on the initiative of CNAFAM, was approved by the Senate chamber. It will now pass to the Chamber of Deputies for final approval.
The approved bill represents a very important victory for our National Coordination.
Reform of Academies and Conservatories (Sen. Franco Asciutti)
It indeed contains, among other things:
1) the equivalence of I and II level academic diplomas to humanities degrees, respectively bachelor's and master's degrees;
2) the equivalence of old-system diplomas to II level academic diplomas, and thus to master's degrees;
3) the establishment of the National Council of Students of Academies and Conservatories (CNSAC), analogous to the National Council of University Students (CNSU);
4) the standardization of two-year II level academic courses, which are still experimental;
5) the possibility of admitting early talents enrolled in middle schools with a musical focus or in musical high schools to attend the Conservatory;
6) the establishment of Polytechnics of the Arts.
An amendment regarding the equalization of AFAM teachers to university professors was accepted as an agenda item, thus committing the Government to address and resolve the issue as soon as possible.
An amendment for the stabilization of precarious personnel referred to in law 143 was accepted, but only as a simple recommendation.
The rule that would have allowed private students to complete their studies as external candidates by 2017/2018 was rejected.
The attempt by "historical" Directors to remain in office until retirement, and to benefit from a more favorable calculation for pension purposes, was also rejected.
We extend our most heartfelt thanks to all Senators, and in particular to the members of the VII Permanent Commission of the Senate of the Republic, who in these months have personally committed themselves to the AFAM sector.
