Hi, besides obviously making it easier to move the piano and preventing fragile floors from being damaged, does the cart in the photo also function as an acoustic insulator?

No. Acoustic insulation is quite a difficult thing. The structure of the walls also vibrates. The principles of technical physics suggest that lead is the only way to achieve total insulation.
