Does anyone know how to clarify the harmonic sense of this passage?
My doubt is that I feel a strong sense of progression, but from a harmonic point of view, I don't see it.
It is probably just due to the bass descending (often by a semitone) and the melody ascending (often by a semitone), giving a strong sense of "resolution", but perhaps I am missing something ....

Well, I would say that a progression is not necessarily a path of sevenths one after another, but rather it is a cell that is proposed again on different intervals, as indeed happens here.
From a harmonic point of view, I think like you: the bass descends by semitone and/or tone until the V I cadence

Even though generally one usually only speaks of progressions, there also exist (only) harmonic progressions and (only) melodic progressions
