I would like to ask if anyone is aware of regulations that provide, in public competitions, for the evaluation of only one qualification between the VO diploma and the two-year instrumental period because they are equivalent, or if both can be evaluated because they are nonetheless two different qualifications.
however, I would like to understand if there is a regulation whereby, precisely because the qualifications are equivalent, it is not possible to evaluate both in public competitions, or if they are nonetheless two different qualifications that can both be evaluated.
Thank you!

I think you already have the answer. An old-system diploma in piano is equivalent to a second-level diploma in piano.
If you have both, you have a duplicate.
To me, this is one of the great scams regarding how this reform was implemented
