The problem is upstream: they invented a reform, both for conservatories and for lyceums, without worrying about an "inertia": reforms are built from the bottom up, therefore from the inclusion of music teaching in primary school, and from the strengthening and qualitative improvement of lower secondary schools with a musical focus.
