High artistic, musical and choreographic education (AFAM)
Here is Minister Giannini's 8-point package
An 8-point package to relaunch High artistic, musical and choreographic education (AFAM), the sector that forms a significant part of the excellence that brings prestige to our country's image. It was developed by the Minister of Education, University and Research Stefania Giannini with the aim of bringing back to the center of Miur's action and public debate a sector that has been left to itself despite being, in fact, the flagship of Italian artistic culture in the world.
The Giannini package includes interventions regarding historical precarious employment (after ten years of waiting, half of the existing precarious workers will be hired), a new competition at the end of the year, the creation of a National Ranking for substitutes (for the first time the call will be developed by listening to the contributions of citizens and industry experts, as well as trade unions), the release of funds for recognized musical institutes (5 million) and for the administrative and teaching functioning of AFAM institutions (over 9 million). There are also planned a call for the assignment of 200 awards named in memory of Maestro Abbado, the transparent and meritocratic creation of a pool of personalities for Miur appointments to the Boards of Directors of AFAM Institutions, and the establishment of a #ReformWorkshop dedicated to this sector.
Here are the eight points of the Giannini package:
In 2004, a single national ranking was created for all historical precarious workers in AFAM. After 10 years and for the first time, half of them will be hired on a permanent basis. Thanks also to the excellent collaboration between Miur, the Ministry of Economy and Finance, and the State General Accounting Office, the hiring of 276 precarious workers out of the 560 existing ones has indeed been unlocked. This is a historic result for a sector where, regarding permanent placements, almost everything had been frozen since the nineties. The goal is to hire all remaining historical precarious workers in just a few years, but by putting the system, starting from next year, in a position to function correctly, and therefore, with 50% hiring from historical rankings and 50% from competition.
For this reason, by the end of the year, a competition for hiring in AFAM Institutions will be announced – after 15 years since the last one. The drafting process of the Regulation necessary to announce the competition will start in early June through an inclusive and open exercise.
The draft decree of the Minister for the formation of the National Ranking for the granting of fixed-term assignments (substitutions) has been developed. Everyone can participate in improving the decree! The draft is available on the website www.istruzione.it and contributions can be made via email to afam@istruzione.it until 3:00 PM on Monday, May 26, 2014. This is a unique and innovative procedure. The text will be finalized next week to allow for the regular start of the next academic year.
5 million euros are being released destined for the 20 recognized musical institutes present in Italy. The Minister has signed the relevant allocation decree. The sector will then be involved in a moment of reflection on its future with a view to greater involvement of their respective territories for their better enhancement.
The decree for the allocation of contributions for the administrative and teaching functioning of AFAM institutions has also been prepared: this concerns over 9 million euros involving 80 institutions.
Next week, the call for the assignment of the Abbado Prizes within the XI edition of the National Arts Prize will be published, the most important national and international event in the sector, which involves all disciplinary fields present in the vast system of Italian High artistic and musical education and specialization, ranging from visual arts to music, from dance to theater and design. The awards will be assigned by Commissions appointed by the Ministry based on the evaluation of artistic merit through auditions and verification of the quality of the artistic works produced, and on the economic conditions of the student (Isee). There will be 200 awards in total: 45 awards of 10,000 euros (one for each of the 45 disciplines of the Arts Prize); 65 awards of 5,000 euros; 90 awards of 4,000 euros.
Miur appoints one member of the Board of Directors of each of the 80 AFAM Institutions, chosen from personalities in the world of art and culture, the productive and social system, professions, and public and private entities. To ensure maximum transparency for the procedure, professionalism, rotation and
quality of the experts appointed by the Minister; in the month of June, a Public Notice will be released to collect applications which will be selected to form a pool of experts to draw from for appointments to Boards of Directors. This is the first time that the Miur has activated a procedure of this type aimed at guaranteeing the presence on Boards of Directors of high-quality individuals through a meritocratic selection process that involves the creation of a short list based on skills and abilities.
#CantiereAFAM: as for schools, a #Cantiere (workshop) will also be activated for AFAM, open to the participation of expertise and experiences external to the Administration, which will have the task of submitting reform proposals to the Minister (including regarding the governance of institutions and statutes) and which must offer a new vision of the role that this world can have for the future of the Country. The members of the workshop will be officially announced next week.
