It's a lie. Sometimes even new pianos and new actions become "lazy". The dealer does not put themselves in a position to replace and check the action pins, while meanwhile assuring that the action will probably "loosen up". But that is not how it works. Graphite improves the problem only slightly. It is enough to disassemble one hammer to verify that the repetition lever is hard to move. Empirically, it should fall under the weight of its own screw (about 3-4 grams). The pins of the repetitions and the wippens [should be] 3-6 grams, and these latter ones, released from the spring, must move freely (1-2 g). To replace the pins, an expert technician with the correct reamers is necessary.
