How do you compose a melody? Are there composition rules? If so, which ones are they?

From my point of view, a melody can also live on its own; many popular melodies are built on pentatonic or modal scales.

Consequently, what harmony would feed the melody?

The rules depend on the context in which the melody is placed, so they are almost syntactic... as far as taste is concerned, it will clearly depend on the composer's aesthetics.
