G. Russell's text, although going much further, mainly deals with the use of modal scales in tonal harmony.

Pay close attention, I said "modal scales". Modes are something else entirely; they are the structural elements of Modal Harmony, which uses modal scales but with criteria that have nothing to do with the use of modal scales in tonal harmony, which in turn does not use modes as such but only for a "spelling" type reference.
