In practice, to participate in cultural events and initiatives, the candidate must also pay copyright fees as the proposer of those same events, with fixed rates ranging from ā¬73.40 to ā¬425.80. So, one cannot say that the Italian State does not care about creating work for Italian citizens: they just have to pay, and there is plenty of work indeed.
