Keep in mind that it is a posthumous work and as such there is no 'exact' version; that being said, in the urtext version it must be struck again and even strongly since there is a nice crescendo underneath; sincerely, I find it a beautiful nuance but my opinion doesn't matter, what I can tell you though is that there are certainly measures that are much more problematic in terms of interpretation.
p.s. in the cited version, the measure you are referring to is number 4 instead of 7 because the first 4 measures are combined into a single one.
