But this thing seems more and more ridiculous to me, there are people who enrolled in three-year programs so as not to live in continuous uncertainty... they should decide whether to close the possibility or reopen it once and for all.
If this little theater continues next year too, I'll be kicking myself; in 2 years of various "exemptions" maybe I would have graduated (which now counts as a second-level diploma, increasingly ridiculous)... instead now I am enduring the three-year program and I will also have to suck up the two-year program... to end up with (after 5 years) the same qualification
... oh well

I am responding to Ettore.
Minister Profumo has caught everyone by surprise, without a doubt:
- the conservatives who would never have imagined a reopening to private students, even if in reduced terms (I will explain this matter better below);
- the unions, especially one (actually a female one...), which, in addition to the reopening to private students, found written in the decree "pre-academic courses regulated by the teaching regulations of higher institutes of musical studies," which is exactly what was being contested: namely, the possibility that the autonomy of the institutes could create such courses (instead of those provided for both in Law 508 and in Dpr 212);
- the State Attorney General's Office in the person of Atty. Salvatore Messineo (June 15, 2012), who clearly sided with the union in his opinion regarding pre-academics (among other things, the President of the Conservatory of Castelfranco subsequently took action with a formal notice; on the site you can find the back page of the union itself - July 22, 2012). Who knows what a blow it must have been for him to read "pre-academics" in the ministerial decree.

Regarding the exams for private students, I would like to point out something that perhaps many do not know.
An ancient law (I don't remember if it was already the Royal Decree of 1918 or a subsequent one) allows those who are over a certain age (it was 22 years old, perhaps now being of legal age is enough) to take proficiency exams and diplomas in rapid succession, provided they are in the same session. This means, at least this is the position of some conservatories including mine, that if someone wanted to (and could), they could take, for example, V-VII and X piano in September, with the relative complementary subjects.

I also point out a possibility that many are thinking about.
Since the three-year degrees will be worth less than the old diploma in a not-too-distant future, according to the latest rumors (the two-year period will have that value), someone enrolled in a Three-Year degree who is able to do so could withdraw by March 15th and take the old system diploma as a private candidate.
Think about it.

Question for Zedef: which conservatories are you referring to? In particular, what is your qualification? (if possible to know)
I have also heard people talking about the 3rd paragraph of art.11 of the royal decree 1945 of 1930 and I was interested in it to support eighth and tenth piano [intervals/positions].

The exemption applies only to diplomas and to all conservatories. Intermediate completions and licenses are excluded.

They would not be excluded at all, given the 1945 of 1930, if you do everything in the same session (the new decree does not annul the previous one, which is still valid). Whether this is actually feasible is another matter. However, citing a common case, a violin diploma student lacking quartet could take the complementary exam: I want to see if a conservatory feels up to facing an administrative appeal. At the first request of this kind, a query will be sent to the ministry, which will have to express itself in very short time. We shall see.

You're right Zedef, but think about what a composer has to do in one session: Intermediate proficiency, aesthetics, score reading and diploma... should they just shoot themselves?

Composition is impossible because the dates are fixed by the ministry and there isn't enough actual time to support the rest.

I don't really think so; one would move from AFAM to Conservatory... they are two separate things and I think at least the director would have to "intervene" to allow an internal transfer without a competition.
But Zedef seems very well-informed to me, I rule him out.

It should be fine with the pre-diploma exams (except for the above possibility of taking them all in one session, where accepted).
There are some certainly possible cases: band instrumentation, for example, in which if you have the IV in composition you do not have other complementary subjects and therefore if you are at the three-year level you can withdraw and take the diploma as a private candidate. Or choral music if you have taken the IV in composition and the VII in score reading.
Someone who had a composition diploma and wanted to increase their score in view of a ranking list could take instrumentation in June and choral music in September (without complementary subjects, having already obtained the composition diploma).
