It doesn't seem very tall to me, so if I understand Frank's question correctly, it probably doesn't have a large soundboard to elevate the piano's level. The best uprights are 145 cm tall; between 135 and 130, let's say we are in good shape.
If it is around 110... unfortunately I fear you won't be able to ask for more than 1,200 euros... a very personal opinion, I wouldn't spend more even if it were perfect.
