Slurs/Tie

Phrase slurring, expression slurring, and portamento slurring are synonyms of each other.

Just to close the circle, then there is the value slur and the phrase slur

practically they told me that if the slur is between 2 notes of different pitches then it is a legato slur; essentially, of those 2 notes, the first has a short accent and the second does not.

whereas if the slur is between multiple notes, it is a phrase slur or an expression slur.

I read a bit on the web and I think I've understood that perhaps it is like this:

the slur (legatura di portamento) involves two notes of different pitches, the first has an accent and the second does not.

the phrase mark/arch slur (legatura di arcata), as marzapane says, involves three or more notes,

whereas the phrase or expression slur (legatura di frase o di espressione) involves a wider series of notes (the entire musical phrase or discourse)

does this seem correct to you?

But I hadn't heard of an arch slur yet... I was stuck on slurs of value, portamento, and phrasing

Slurs are used for bows and serve to indicate the notes that must be played (precisely) in a single bow stroke.

so, to recap:

the slur (portamento tie) involves two notes of different pitches; the first has an accent and the second does not.

the phrase slur or expression slur involves a wider series of notes (the entire musical phrase, usually 4 measures).

the tie, on the other hand, joins two or more notes of the same pitch.

Bowings are used for string instruments and serve to indicate the notes that must be played in a single bow stroke.
