In any case, for me technique is merely a vehicle; it is that vehicle that allows you to transport musical ideas and your emotions onto the instrument in the way you would like them to come out. We all have a musical idea in our heads when we are dealing with a piece. However, many are unable to put into practice what they think they are doing. The cause of this is poor piano technique.
The point is that the only way for the listener to understand your intentions is through the music you play and which they are able to hear. If you are technically unable to reproduce what you have in your head, you will automatically fail to convey your musical thought to the listener.

If you are referring to physiological barriers, I believe that outside of hand morphology, one can always improve. Technique has a thousand facets and it is very difficult to manage to master all the rudiments.
