I agree with everything despite not being part of the two categories.
Simply speaking about scores, it is true that sometimes it is difficult to obtain them or find some at affordable prices; this "distances" or rather, keeps away potential users, with evident "redundancies" in the repertoire, although full of masterpieces, "dated" but central in terms of historical importance, training, and pure pleasure.
I imagine that in numerous cases, there are too many filters between the contemporary composer and the rest of the world (publishers, record labels, etc.).
I remember an episode a few years ago in a Ricordi store in Rome; I asked for the price of a contemporary score (I was "afraid" of it but also attracted to it), they told me 600 euros, impossible for me to buy, and I immediately said "but with these prices, how can a person approach this music?", it is a true investment.
