I know you mean ending in a major key when the piece is actually in a minor key... but why is it called exactly that? Is the criterion I described "universal"...?

was used for the first time by J.J. Rousseau in the Dictionnaire de musique (1767). The motivation for this linguistic choice lay in the fact that the aforementioned cadential formula was used (even in Rousseau's time) in church music. In the Picardy region, music was made in numerous cathedrals, hence - according to Rousseau himself - the name tierce de Picardie.
