The analysis is quite "foggy." Everything can be modified... unless improper interventions have been made on the hammer rail, in an attempt to "soften the sound." In that case, as already stated, the hammers might have been irreversibly damaged. There is also a solution here: replacing the hammers.
Even with correct voicing and/or correct interventions on the hammers (voicing, conditioning, shaping, etc.), it is obvious that over time, through playing and resonating, the sound changes (becoming more open, more bright). One must leave, as I have already said, that margin of intervention that can be carried out during subsequent tunings, where one can work on tonal equalization.
The hammers, as I have already illustrated in other posts and in my video tutorials, must maintain a differentiated compression: greater at the apex and slightly more elastic on the shoulders, i.e., laterally. The force developed by the hammers comes from this proportion (which I have described summarily, but is much more refined...) and from the general compression that the Manufacturer decides or the technician requests during a replacement. Young Chang hammers are, originally, quite compressed, and should develop considerable sound intensity. No "negative" sound is, resolutely and simply, typical of one instrument or another!
The hammers must also have and maintain an adequate shape: slightly rounded in the bass and progressively more "diamond-shaped" towards the treble. Even improper "shaving" that flattens and/or rounds or reduces the hammers too much can produce an unpleasant sound of poor intensity.
Unless the piano is very old with very rusty strings and a poor or even negative string pressure angle on the bridges, a stiffened and flattened soundboard (I am using these intuitive terms... even if they are not quite appropriate)... (but it doesn't seem to be the case for the piano in question, which I don't think is extremely old), everything can be re-evaluated and improved. Naturally, a remote analysis alone cannot be exhaustive.
