The interesting thing is that, given the same standards, based on harmonic choices, you can create different games of tension/release.
At the same time, this is why I did not fully understand the proposed exercise, which does not present a melody but only a harmonic framework.
At this point, I would make more or less intelligent substitutions like those already proposed by other forum members, but one can try. Knowing how to vary the harmony without altering its functions is not a bad exercise.
Or I would add passing notes or appoggiaturas, creating more or less tense passing chords
